You need 2/3rd of the strongest countries votes to win. The most reliable thing to make them vote for you is making them vassals. 2nd most reliable option is marriage, others are trading, signing non-agression, sending diplomats to them and attacking their enemies. Having large army is also important as they need to fear you.

I wouldn't be in a hurry to 'win' as it's just a screen shot telling you that you have indeed won the game, would you like to continue or quit.

Sounds about right. Military strength for sure: even if you play without (open) warfare, If others think they could crush you in a war they will vote against you.

Once you get enough fame and are not in a war you can trigger a vote yourself instead of them coming around - be careful of doing this unless you will win, though, as other realms will declare war on you for your audacity if you don't.

I literally had all of them vote for me and still failed. Their votes combined did not reach the required level of fame...

They can vote for you, but not with all of their fame, you need to make them vote for you, with all of their fame.

Bribe all great nations and do not be stingy. This helped me to get the missing fame points.

Edit: By bribing, I don't mean the spy operation. Just give gold to the nations via the diplomacy menu.

It did not win even with 2/3 votes. Ultimately, the conditions for victory are unknown. What is Fame? Can you tell me the victory conditions a little more precisely and in detail?

It depends on the total strength of the voters and how much they support you. Some of them only give you a partial vote and you can increase it by increasing relations with them, setting pacts, having a stronger army, etc

Where was the value 27277 calculated from? Do I need to get 2/3 overall for Fame as well?

The number changes depending on the strength of other countries, I'm currently in a game trying to color the whole map. Almost messed up and won the popular vote before I was done so I had to wipe out one of my allies xD The number dropped once I absorbed them but now the vote is split again. Next target is the head runner up for the other side :D

Also to note, being part of a religous city faction like Islam and Jerusalem would require you to weaken certain kingdoms like the Sejiuks since they will have a permanent grievance against you.

Also make sure your provinces are fully assimilated in both culture and loyalty or they will not vote for you.

you need a certain amount of points every time at minimum to get it.
and even if everyone votes for you, the favorability level between you and them counts how much their yes vote gives you. they higher the friendship you have with the kingdom, the more points their yes will give
