Before you do that, though, go to either Province Features or Goods overlay (depending on how advanced the thing you need is) and check if they have it in solid green colour, stripes just mean that they can produce it, but don't have it yet.
coverage is the kingdom you send him to. (if you click on him and click on coin pouch and select a kingdom to trade with)
To select a kingdom you need a trade agreement. And to decide where you want to send you merchant, You need to know what you want to import. How to do this?
The bar under the world map on the bottom right of your screen. there is an option to show goods produced. a picture list will showup with all the goods that can be produced. Lit up means you are producing/importing it already, not lit up but orange outline means that you are able to produce it. and not lit up means you cant produce and arent importing.
Now lets say you want lode iron. and there isnt a lode iron deposit in your country, you click on lode iron and on the world map every country with lode iron will show up. it will be 3 types. nothing means cannot produce, stripe green is can produce but isnt producing and full green means is currently producing.
Once you know all this i.e. what you need, how to find and who has then send you merchant to that kingdom and then once he is in that country, click on him then on the barrel icon, click on one of 3 slots and a menu should appear with all possible imports.
You cannot import something you are already importing or producing. import will be cut off if the province where the goods are produced is acquired by another country. in which case you have to recall and send you merchant to that new country assuming you have trade agreement.
