Does the king able to lead army or only for another 8 mashalls?

The king can be used the same way as other council members, so yes, he can lead armies.

And bonus the king gets each skill to level 3 right off the rip, which can be a HUGE bonus to small kingdoms or in early game. Just be careful cause he can die in battle and if the heir isn't old enough that can cause chaos in your lands

i only tried a spy royal family member fully upgraded which can lead army, not sure if others able to lead army oO

They could lead an army only if they have secondary marshal skills. Not sure if King have any prerequisites though

King also must have some kind of marshal skill I think, I had a cleric king and he couldn't fight

The king can do anything, and they can do it much better than other court members. Especially since you can line up trained princes to inherit their accummulations IE a merchant king hands down his imperial trade route and 4 colonies to his trained merchant prince inheritor.
