right click on game shortcut
Add --ForceEnableConsole parameter

you may need to run the game as admin for console to work. or open the console after the game starts(in the menu before load/continue campaign)
once in game activate console via ` key (left of the 1) on most keyboards
cl high - set cheat level to high - use this first
(to turn it back off just set cl 0)
cr religion name - change selected kindom religion. example: cr Catholic

You made a mistake or couldn't open it in-game.

to the LAUNCH OPTIONS in the games properties in Steam.
