Iron is a Province resource, Gunpowder an Upgrade i think in the University.

Iron I think is from metalworks and gunpowder needs............. something and you research it sorry I'm drawing a blank on the required item

you need saltpetre (a province resource) for gunpowder, and then an upgrade in the university chain
