How to get a trade center?

I'm within my trade zone far ahead with the amount of goods, economic buildings and ports in my provinces, also most trade income + trade contracts....but still i never get the trade center. It always moves to a much less developed provinces.

The trade center moves lastly to Novgorod which has 3 goods and a market place, while i got 10 goods, merchant guild and a port.

So does anyone know how this works? I looked already in the files but couldn't find any infos besides the infos you get in the ingame "manual".

I think it's about the amount of Trade/Commerce points, although if you have 10 goods you probably got that very high as well. I've gotten trade centers multiple times already.

How is your Merchant Opinion rating?

It's currently 10 and it was maxed when the trade center moved the last time. Maybe there are hidden historical factors as well? Novgorod, Venice, Thrace... get center of trades in my games quite often even if they are not much developed. Btw im playing Prussia and still within 2 provinces, maxed out with 8 and 10 goods. Country size might be a factor, at least i found an entry in the files that you need >10 provinces to aquire 2 COTS, 20 provinces for 3 etc.

you need a high amount of commerce in one town - the little leather bags
60 is usually enough - sometimes more, sometimes less

I had 30 commerce in Malbork, bunch of trade treaties and a merchant king governing. It popped up after some time.
