Whenever a Cathedral is constructed it improves opinion significantly.
Positive diplomacy with the Papacy also improves it. Fund and/or lead Crusades, create a non-aggression pact with the Papacy. Clerics also get opportunities to travel to Rome to improve relations with the Papacy, I also think the Clergy likes this.
Converting infidel provinces probably also increases it, although in my game the Clergy opinion is almost permanently on 10 so I'm not sure it.
I haven't seen that one increase the clergy opinion
