Also, spies cant change culture.
Your culture keeps changing because of enemy/foreign clerics , these foreign clerics have missions that can change cultures/religions in your provinces.
Another reason is that your culture rating is lower than that of the ones changing your culture, the game has a max ceiling of 1000 points for both culture and influence.
So, if your culture rating is say 100 but enemy is higher than yours, then he will get bonuses to changing yours.
Also, if your stability is low, or your pops are unhappy or revolting, then that too helps foreign agents in spreading their culture in your provinces and inciting rebellions.
To make sure your culture don't change, just keep your culture points higher than that of those countries who may border you or whose culture keeps popping up in your provinces.
You can send your cleric on a mission to increase culture, however this is a long and slow method of doing that.
The fastest way to increase culture is through upgrading Knight perks and Kingdom traditions.
Writing Tradition gives you instant 100 culture points, and Learning and Courtesy are also good.
Sometimes, you may have little control in controlling culture, say you are a single province Kingdom surrounded by a large Kingdom with multiple provinces, then obliviously the cultural power of that kingdom will seep in your province.
So, the fastest way to increase culture points is by upgrading your best knight, aka the King to traditions like Writing, Learning and courtesy, after that you may pursue to build and upgrade more Church buildings in your Kingdom as they too give Culture benefits.
My game is not hard Difficulty, however both my Culture and Influence are maxed at 1000 points, so I never get any messages regarding any culture change, however, messages regarding culture changes in my neighbours due to my high culture always keep popping up.
How do you know your culture value?
In real life this makes absolutely no sense either.. The Republic of Venice was a major financial and maritime power during the Middle Ages and Renaissance yet it was very small compared to its neighbor.
Don't spam culture traditions, that is bad advice. Some of them have other benefits like Medicine. I'll usually pick one economic/culture tradition out of the top 3 and the other 2 military.
This actually is very realistic. It forces the player to consider churches and cathedrals which were obviously hugely important buildings in the middle ages. It also creates the conditions of strife along cultural and religious borders without this mechanic the Iberian gameplay, for example, wouldn't be nearly as historic as it is. I also enjoy the challenge of playing kingdoms like Bohemia. Since the AI isn't the best per say, these mechanics make it far more challenging especially with smaller kingdom starts but also for making playing as bigger kingdoms not such a cake walk like KOH1 is.
In general I find it funny when people complain about challenging aspects of the game that force you to make thoughtful decisions because I remember when KOH1 came out and how furious the player community was that the AI was completely inept and the game was too easy.
