To answer your question, yes this is a skill issue, and yes the most used guns during WW2 was bolt action rifles.
PS, the German radio operator gets semi auto. BB gun.

Either the maps need to be less about getting up close and personal or there needs to be options.

I would argue among the bolt action rifles, the best ones are the British Lee-Enfields.
10 rounds while everyone else have 5, they shoot and reload fast and when you aim down the sight, your eyes doesn't look away from each loaded round.
Well, it is almost historically accurate, IRL you would have less semi and auto weapons on average. Standard early Wehrmacht rifle squad had 1 MP40, 1 MG42 and the rest had bolt action rifles. As the war went on there were some variations on this: either an extra MP40 and/or a semi auto. I think the armored panzer grenadiers had two MG42s at some point. SS soldiers had better equipment especially late war but still mostly rifles.
There were dedicated assault platoons in the Volksgrenadier Divisions starting around the Bulge and on - these platoons carried full automatic weapons I think (all STG and MP40s). But I think these were limited to only 1 per company.
Well, actually the US never had grease guns in rifle squads so that's definitely not accurate, but on the other hand, they did sometimes "find" extra BARs before it was standard sometime in 45.
Lies. Call of Duty Vanguard proofed that everyone had full auto rifles with red dots during WW2.
Jokes aside. The game is trying to portray the reality on the ground during WW2. Most people just had bolt-action rifles. Many of those designs that been used in WW2 been pre-WW1 era. On the german side the overall quality and equipment actually got worse during the war which is not even portrayed in the game.
This game was never supposed to be an arcade approach on WW2. Which is why you will never find many automatics in this game. Only gripe I have with the weapons in game is their accuracy. They are way too accurate compared to their real counterparts.
