Re-installing does not clear your cache folder! It's best just to delete the cache folder all together after major updates.
The button in the menu does not delete all the files in the cache folder. It's best to manually delete the folder.
HOW TO RESET CACHE
To manually clear your settings cache open the start menu and type:
%Localappdata% and hit enter
Find the "PostScriptum" folder in the window that pops up and simply delete it.
This will wipe all config settings for the game such as keybinds and video settings.
Now try launching Post Scriptum to see if it has resolved whichever issue you had previously.

Yea, possibly this will be one of the QOL fixes that they do in the future.
