I dont know ur system but maybe it is time for a better graphic card. Im using GTX1070 with 16 GB ram. I dont have any problems. I play on high graphic settings but in principle always without antialiasing.

Did it help to clean the user cache? The Devs said if players dont do that it can cause troubles. Im interested in your results :)
It was the first time the Devs told us, so there must be a major reason.
The devs always tell us to clear use cache after every single patch. They just made it even more obvious last time as they realised many simply were not doing it. Players weren’t reading the patch notes properly.
I play with a 970 myself and quite an old i5 (3470). I use 8GB of generic RAM and don't really have any problems that you have. Certainly no stutter or lag. My frames aren't anything to write home about but I get around 40+, which is ok. So you should be able to play it fine. Hopefully clearing the cache helps.
