The devs seem like they're trying to find a way to replicate the BAR's two firemodes accurately. Quite laboriously apparently.

They removed it because an actual semi-auto mode is inaccurate. Probably.
Tracers aren't needed for short range.
Not entirely true. True, it is meant to be a mobile weapon, unlike M1919, however, it's sole design was not entirely based on being a hip fired gun. That's quite an overstatement. It is a rifle after all, and the sights are quite helpful to anyone aiming down them.
Tracers were probably rarely used in the BAR but I suppose it was up the the option of the rifleman. Tracers were optional in the M1919 as well. It's not like the belts came with tracer rounds in them.
IMO, The whole tracer thing in this game is to make MGs less dominating. MGs are easier to spot because of the tracers and therefore easier to eliminate.

We found the issue about the Toggle Firemode not working. Will be fixed over the weekend.
So it was a bug!
It should remain a "bug" on the BAR.
