I turned Distance onto Epic, Effects, Shadows, Foilage to High.
The rest off especially AA as it was extremely hard to spot and differentiate @ distance.
Never tried low and if true then disabling should be easy.
My 1060 3gb managed a pretty constant 55 FPS with the above and at distance I could spot, but at first with this the default settings I was often being hit without having a clue or spot due a fuzziness.
Its not just about low settings as what do we do about the pixel advantage of the high end rigs?
The Devs seem to be making problems themselves by trying to spread far to much over a large range of settings and hardware specs that need to be narrowed.
I think the UE allows a choice between high quality and scalable just with a simple option switch.
You might try asking the developers if they've implemented the optional "Tournament Mode" server-side settings from Squad, that establishes a minimum graphics settings requirement for everyone play on the server.
