Why cant I report scum?

As any of us coming from squad will know, the players make or break this game. Its unacceptable for people to just run around throwing grenades at staff cars and logistics trucks just cause they get mad and doesn't want to walk. Also the intentional Team Killers need to be stopped. It needs to be addressed earlier rather than later. Stop it before the reputation if the game is ruined by 15
