I'm new to Emergency 20 but used to play EM5 years ago... are there mods for EM20?
I know there used to be the Great LA Mod. Is there something comparable for Emergency 20?

There are lots of mods for EM20 such as Emergency Ludenscheid, Beaverfield, Bieberfelde (not the same), and some others. No Great LA mod to my knowledge, though.

Can I edit how the number of engines available. Seems like I can only dispatch one during the a given incident.

And is there a tutorial on how to handle the firefighters - how to put out fire, use connectors, hoses, etc...

Lastly, is there a way to move the camera farther out or zoom down to street level, then the default ?

Are you referring to regular EM20 or a mod? If a mod, which?

Use the scroll wheel - I believe shift+scroll moves your camera up/down. There's a way to make your camera pan up/down too, but I can't recall it.

There are some tutorials for the base game, not many for mods. The base game tutorial can be found by opening game > EM20 > Tutorial, I believe.

Play freeplay for a bit to get a hang of how the game works. There's some picture tutorials. After that, when you're ready for modding, watch some videos on the mod you're playing - they have a lot of good insight and hidden features. Additionally, try to find a wiki page for the mod, those also have some good info (but you might need google translate, lots of mods in german).
