How to use bucket?

Only way I got it to work was equip it, click the icon in the volcano level, then take it elsewhere and click the icon again. Not sure where the best place to take it is yet.

I know you can get water from the ocean, but am also unsure what to do afterward. I've tried dumping the liquid in other biomes but nothing happened.

You have to get water and put it in the wasteland (you get to the wasteland from the "Teleport" skill) and get atomic waste. You can also do that with lava in the wasteland. The only difference is that you get something else.
