The real thrill in Legendary is being able to select the hero set-up going in. If there is not any of that, there is no strategy.

It'll come eventually. So keep an eye out and buy the game once it has all the things it needs for you to enjoy it :)
Legendary should never have been released without that functionality. It is a core concept in the actual board game.
Can you describe how best to do that when you are in a multi-player digital environment, where most people just want to get into the game? I agree in VS Friends mode it would be nice, since you could hop onto Discord or even be in the same room with them and play without the setup/clean up physical. But in digital, who gets to choose? One person? Do you round robin it? Is it confusing to new players since they might think they "get" that Hero? While the functionality is coming, it's a bit more difficult to just toss it into the digital realm. There are some concessions that are made. Right now the pool of Heroes and Villains is small enough that random is good enough I think.
I believe they plan on the first expansion to come out in a few months. So you'll likely start having more options soon. They just want to make sure these cards are solid first. You'll likely see expansions come out faster than physical since the sets are already made in that sense.
You should pop into the Discord. They said next update they plan on allowing you to choose your Heroes.
I disagree. I find that choosing your heroes makes the game less strategic. Choosing your own pretty much leaves all of the strategic decisions in the choosing followed by the game pretty much playing itself. If you randomize everything, the strategy remains in the game itself, which can be made ever more challenging / tense / fun if you're playing with a large group and you have a neutral party do the randomizing (which is always true in this digital version).
I would agree that not ever having the ability to choose is odd and takes away a lot of the game's potential, but it definitely doesn't take away strategy.
In the real version, I like to try out different specific combinations of heroes to see how I can get them to work together. I don't have that ability here.

-When multiple villain deck draws would happen to cause desyncs on the game-board
