If you have our game on your account that is looking as Steam bug. Does the game launched before? And you didn't refund it? Also, do other games can be launched?

That's pretty strange. Maybe you've removed the game from your account sometime and now trying to install and launch it again? But it is looking like Steam bug, we don't do "License check" on our side. So, you could ask Steam support for the help.

If this doesnt work, navigate via steam client to local folder, delete it. Verify again.

This is a steam bug. The above will usually fix it.
Its likely to happen if you leave your PC on and it goes to sleep and wakes up repeatedly while steam is running idle. The more it happens, the more likely the bug.

PS: You cannot uninstall/reinstall to fix this usually. It typically takes manual deletion of all core game files. A few times ive also had to remove workshop mods too then reinstall.
Would having 30+ downloads on queue be the cause?
