They would loose out on a lot of money if they didn't make it for PC. Making a game VR exclusive heavily limits the amount of people who will buy the game. No one who currently owns a VR system for PC is going to get a PSVR2 just to play HW 2. It is way to expensive. I also imagine the market for a PSVR2 is also very small compared to PC VR. The VR headset costs more than the console you need to run it.
It wil be not be time exxclusive.
