Protect economy
Wizard Guild
Expand with Wizard Towers and cast Farsight (I think that's what it's called).
Try to avoid destroying burrows for as long as possible.
Once all burrows are uncovered, save money.
When you're ready, flag the nearest 2-3 burrows and get as many heroes as possible after them.
Then, once the heroes are in motion, hit the other burrows with lightning strikes. Take the burrows down to very low health, then once they're all low, kill them all with a final lightning strike as quickly as possible.

Bear in mind that sometimes, Legendary Heroes is borderline impossible based on where exactly the burrows spawn and where you start searching first. If all the burrows spawn far away from your settlement then you're going to have a much more difficult time. If you start searching in the wrong direction and uncover 1/4 of the map and haven't found any burrows, then you just blew a ton of money for nothing. It's arguably the most difficult quest in the game.

if you get an outpost and embassy you can get a lot of heroes, thats the strategy i used. The outpost can still house 6 heroes. I guess if you wanted specific heroes, like paladins, you could demolish their guild after recruiting them and they would go into the outpost. Although I never tried that.

Keep Helia for a bit. Go elves and like 3 marketplaces. Desperately try not to kill any Barrows early (use change of heart if needed). Outpost + Embassy bypasses the 1 hero rule. Super helpful for having a decent hero count and defensible kingdom.

Now there's some deviation.
You can either

(from a pretty early day into the game) start building Wizard's Towers across the map, spam farseeing and towers and keep building as much as you can. Find all the Barrows and lightning them down to a couple hits from death (a few days from the end, save your money for economic/tower booming). When you have them all found and low hp, mark them on your map and lightning down the last bit.

Once your base is comfortable, delete Helia and upgrade your Abode to max level. Make like 3-4 Krolm temples and spam Rage of Krolm till the end of the game, bountying buildings and monsters as needed. Gate (from the Abode) helps a lot with getting to the last couple Barrows.

Here's how I consistently beat Legendary Heroes:
Days 1-10:
Build blacksmith and recruit rogue and solarus. Kill the wave of goblins while upgrading castle and expanding economy to 3 markets + elves. Get up to four heroes to kill the second wave of goblins (a wizard is good for this) and upgrade the palace to level 3. Build an outpost.
Days 10-20:
Fill the outpost with Adepts of Lunord and Solari (recruit, blow up temple, hero moves to outpost, build new temple). This process takes a while, so aggressively explore the map with your rogue and elf (lots and lots of explore flags). During this time its also good to build a Temple to Agrela, Dauros, and a warriors guild or two (fill with paladins, obviously). Use attack flags to clear any monster that can interfere with your exploring during this time. With some luck you can have all six barrows found by day 20. I can still beat the quest if it takes me 24 days to find them, any later and there just isn't enough time.
Days 20-30:
By now you should have a level 2 sorcerers abode, a level 3 wizard guild, and level 3 Temple of Agrela. Knock down the barrows. First barrow spawns trolls. Just lightning storm to protect your markets. Second barrow spawns greater gorgons. Just have to resurrect heroes that die to them (a few usually do). Third barrow spawns minotaurs, again just lightning storm. Now the tricky part: "prep" a barrow by getting low on hitpoints, then stop your heroes from attacking it. You'll earthquake this one last. Have your heroes knock down barrows four and five, the fourth one spawns random monsters at the edge of the map, the fifth once spawns tons of trolls and minotaurs but you won't care because you can earthquake the final barrow and win.

My final hero count is usually as follow:
1x rogue
1x elf
1x ranger
1x wizard
1x healer
1x monk
2x paladin
2x solarus (live in the outpost)
6x adept (four live in outpost, two in temples)

The adept swarm is helpful because they can kill any monster quickly, including dragons and rock golems (against rock golems they need rings of protection and blacksmith upgrades, but they do buy them consistently). They also can teleport directly to barrows to attack them, bypassing any monsters that could block other heroes from getting there. Put 100 gold attack flags on EVERYTHING. Every spider, shadowbeast, and rock golem that is in the way of your exploring. Just clear the map so you can find barrows. Also, you can kind of tell where the barrows are by where new monsters are spawning.
