Also, you can make sure your not running any programs other that bare minimum and see if that clears the problems, if it does, introducing them back one by one and see if it returns.
Unplug the keyboard and use the mouse, see if you get the same FPs drops, reverse it ect ect..
As it is now you haven't given anybody much to go on to help you.
I did read up a few of those articles actually most of them seem to just have a general lag issue with the keyboard and mouse that does not pertain just to one game not to mention the gamepad has no issue, from what I gathered most of them try to run you through graphic driver issues or GPU/CPU load issues Spacebourne from what I've noticed uses less resources then most other games I've run. So far this is the only game I have encountered this issue in.
The full steps I've tried are as follows -
Did a clean boot only essential processes running.
Did a clean install of the graphics drivers.
Tried a different keyboard and mouse.
Verified game installation.
Reinstalled game.
Reset Windows (Keeping my programs)
This computer is quite new I just built it the other week but so far with all the AAA games I've tried this has been the only one to suffer from Keyboard and mouse FPS drops.
The more information, the better the developer or someone here could help you.
Are you using vsync yes/no? Have you tried running windowed/Borderless/fullscreen?
Have you opened task manager and monitored if/what processes/background processes eat CPU/Memory when the FPS drop ect
I just bought the game and had a similar prob at just the tutorial during testing weapons fire at targets, was not controllable at targets, not able to focus on target with so much movement, after hitting esc then resume everything went back to normal, i did go back in and lowered the mouse sensitivity and has helped somewhat but sure is not the fix.

RAM - Corsair Vengeance LPX 16GB 3000Mhz
Motherboard - Asrock Z390M-ITX
OS - Windows 10 Home Version 10.0.18362 Build 18362
Monitor was 2 but now is just one (Cat happened) so its just one 1080p monitor at the moment but the results are the same as before.
Vsync yeah I always run it I did just try no Vsync and the other window types instead of full screen but same thing.
And in terms of processes hogging up power the only thing running is Spacebourne and its using up 37% GPU , 0.1% Disk , 10% CPU , and 15% RAM
And dwarf I use a Wired keyboard and mouse but the alternative keyboard I tried was wireless with a dongle both the wired and wireless produced the same end result.
