how do i lower shadow economy?
its at 9,5 and need it to 8

and how to get life expetancy to 75, its at 74,8 and mean there long time now, health is more then needed, and care is more then needed

Depends on the scenario you are playing, but in general, there are various ways to do that. You could lower the tax burden, for example. Also introduce some anti-corruption laws and similar. A good budget for "Finance -> Taxes" would also be a good idea.

For health: Be sure to have enough budget under "Medical" and "Care" and "Social Security -> Health Insurance". Also, Laws for Health Insurance will help.

i am playing as russia. health is 97, but life expetancy is not going any up.
tax burden is very good, have anti corruption law and have good budget for finance and taxes

For life expectancy, also other factors are important, like crime rate and health rate. Health can also depend on others, like pollution, working hours and others. A good rule is to work all the problems listed in the statistics overview, under 'most pressing issues'.
