Unlocking Units (Padlock Icon)

Some units, like commercial fleets of Portugal are locked with a Padlock, and you can't seem to move them, how can you unlock them?, thanks!!

Units with a padlock on the unit card that you cant move are generally garrison units. They're territorials...part time soldiers with day jobs and married to the location etc. You can generate further garrisons that can be strategically redeployed by rail though I wouldn't bother trying to march them anywhere. Countries like Portugal are not technically meant for play so will sometimes have locked merchant fleets though, some may become unlocked with time. In the main they are locked to ensure the AI retains supply to its colonies and merchant access to them to trade their colonial goods, so, its only worth moving them when you have built merchants to replace them in any case.
