"Maybe" we will see new releases/undated versions of their old games such as PON (I hope we will) but it will probably take a lot of time (years) for all of them.
It would need to be a lot better than their Empires game though I didnt like that game at all, much prefer Imperator Rome.
How high is the Imperialism of your ruler? If it is less than 4, you can't declare war, only defend.
Your leaders values are in the Government screen, F1. You can only change it by getting a new government, and for Japan it takes a while to reform for its passive, inward-looking isolationism to active empire building, specifically you will have to wait for Emperor Komei to die and the Tokugawa shogunate to fall. When Emperor Meiji comes into power, after a great deal of domestic chaos, then you will have a leader who take you to war with outside powers.
The stats for Emperor Komei are Imperialism 0, Diplomacy 0, Administration, 0. For Emperor Meiji, they are Imperialism 2, Diplomacy 2, Administration 2. But to these scores are added those of the Shogun/Prime Minister. After the weak Shoguns are gone in the 1860s, the first prime minister under Emperor Meiji will be the famous Okubo Toshimichi with Imperialism 7, Diplomacy 6, Administration 7, and then it is time for Japan to take its place in the world.
