Report a translation problem
The events have triggers. A date, certain posotion of the sliders (in the diplomacy tab), owning/losing control over certain province, not/having certin amount of resource, etc. You can see how they look like in the "events" folder at steam folder/Darkest hour/Mods/DH Full/db/events and then opening any .txt file.
So the events "fire" and the player sees what the consequences are or at some instances choses between two or more options on how to react to the event in question.
The decisions are similar to the events but, as the name suggests, they are being started by the player himself and are almost unanimously beneficial for the player. The decisions still have prerequisite conditions, though. you can see the available decisions for the nation you're playing with in the upper left part of the screen (amongst the tabs to quickly see your armies, navies, provinces, the deployment pool, etc). When you place the mouse over a decision "button", you'll see a tooltip about the eventual results. If you place the mouse on the upper left corner of the decision "button", you'll see what are the conditions to successfully activate the decision.
