Darkest hour, i'd say. This is essentially a mod for HOI 2. Better map, better tweaks on the gameplay and much more events/ accurate ministers, generals and tech teams.
There are mods for both games, but i'd pick again DH.
p.s.: you mean HoI 2 Complete or some other release?

If you need compatibility for HOI2 you can set that option on the games launcher. So you can use any HOI2 mods.

The most obvious mod for DH is Kaiserreich or The Grand Campaign

The only thing missing in DH is that fantasy scenario in HOI2 otherwise it's the same. The additions made in DH are well worth it and are an improvement. So no real reason to get HOI2 otherwise

I meant HoI 2 Complete,the only available on Steam. Thanks for your opinions :)

There is also the mod33 (french though, and I don't know if he's been translated, but excellent) and World In Flame.

Darkest Hour is HoI2 evolved. There is no point to play HoI2 because it's the lesser version.
