It is odd that they don't just set an official joypad layout and have the gamepad enabled by default in the saves/emfi.cfg file if that is honestly all that is holding it back from being bumped up to "playable", or even just mapping F1 to the start button on deck with a note telling people to activate joystick, lol. ho hum.
One tip for others that might stumble across this would be to set scaling to FSR to make it look a little nicer, it does to my eyes at least.
You're right, FSR looks better! Unfortenately, some textures (like the ones of the 'random pirates' in the beginning) are pretty low resolution.
I remember, how much I hated the game when it came out. It looked so terrible! Guess I played it on a Voodoo 2 and some AMD CPU (before Athlon) with less than 500 MHz... with resolution set to 640 x 480 or something and a frame rate you can count single handed.
I'm amazed, that the game is actually pretty nice and good looking now. I don't know how much RAM and Video RAM was common at that time, but the low number of entities in a scene and the low resolution of some textures tell me ... well ... not very much ... ;)
They could polish things a bit for OOTB experience and add Steam Deck ✅
