1. What resolution are you playing the game to get 18-23fps and do you have a 'minimum acceptable' resolution that you're willing to use?
2. When you played Raji, did you make sure that ALL background applications were closed? This is very important for the lower end PC/Laptops as you will want every last drop of system resources
3. As this is a laptop, can you confirm that you are running the game with the Nvidia Graphics Card?
The reason I ask this is that your laptop has two graphics adaptors, one that is part of the CPU (lower powered) and the dedicated one. Sometimes games get a bit confused on switching to the dedicated graphics card so it's always good to verify that.
Verifying it is relatively easy - open task manager by pressing Ctrl + Shift + Escape, then go to the 'Performance' tab, you should see GPU0 (Intel) and GPU1 (Nvidia) - or something similar.
If you have an external monitor to go with your laptop, put the Task Manager on your other screen and load Raji, while playing check to see if the Nvidia Graphic Card is working (the graph will fluctuate as it is put to work).
If you don't have a second monitor then just leave Task Manager running in the background, play the game and in a safe zone press Alt + Tab to switch to the task manager and you'll be able to see if there was any utilization of the graphics card (it would probably stop when you alt-tab out, but you'll see brief history).
If you find that the game is running on the Intel graphics, go to te Nvidia Control Panel and manually add Raji: An Ancient Epic to the 'run in high performance' mode list. (If you need some help with that do let me know).
I'll see what options you have once you answer the 3 questions!
1. With 1366x768 resolution I am getting around 20-23fps with maximum 24fps. With 1024x768 resolution I am getting around 22-28fps with maximum 28fps.
2. Previously I had Discord opened in the background, but now I tested it again after closing it and maybe got only 1-2fps improvements.
3. Yes, I can confirm the usage of my dedicated NVIDIA Geforce 820m card for all my game (and all other) activities as set in the NVIDIA settings.
I have verified this as my GPU 1 in my Task Manager is set to NVIDIA Geforce 820m and its usage was always at 98%-100% when Raji was running at the background with the CPU reaching more then 50% usage.
I don't use second monitor.

While I've not personally tested this, you could try to run a game booster such as Razor Cortex. supposably it will disable some (safe to disable) background services that should have a positive impact on your frames.

Alternatively, there are several other game boosters, though I'd recommend that you check out what other people say about them!
Another often overlooked point about laptops is the heat - if your laptop is getting hot while playing, lift the laptop up (on a stand), and make sure that the bottom fan intakes are clear. Laptop heat is often one of the biggest factors that limits performance.
