Dynasty Warriors 9 is a retelling of the Romance of the Three Kingdoms where you choose a character and play through his faction's story. You will experience a linear scripted campaign (but with multiple viewpoints) that will make you acquainted with the characters and their fates through mostly static characters reciting lines with some cutscenes thrown into the mix and eventful battles that you can alter somewhat the course of through side-missions to give your army an edge. Progression is made through these scripted battles that try to depict specific events that happened in history and/or fiction.
So if you want to experience/discover the Romance of the Three Kingdoms through Dynasty Warriors, this game is what you'll wanna play.
In contrast, Empires is more of a sandbox. You choose a time period in the Three Kingdoms era and you play through it as any character (and I mean ANY character) you like, you can even create your own to replace a generic officer or have your own totally new original guy or gal. There are very few scripted events and the gist of the game is managing your faction (if you have any) from the point of view of a ruler or a vassal to (eventually) unite China. The battles aren't scripted, instead, they're strategic and you need to find your own way to victory.
This is your own story set in the Three Kingdoms period, and events are very likely to differ drastically from the original novel, because the world will likely change with your decisions.
So my advice is, if you're interested in getting to know the story and characters, or want a classic reenacting of the Romance of the Three Kingdoms in videogame form, play regular Dynasty Warriors 9 first, especially if you've never played these games before. Empires is nice if you want to do your own "what-ifs" or if you're just looking for a cosy action/strategy hybrid where you can make an empire full of your own created characters.
The "Complete Edition" is what you'll wanna buy ideally. That way you'll get the DLC weapons that redeem some characters (like Zhang Fei who used to share a weapon with Zhao Yun and Ma Chao, now with the serpent blade, he fights more like he used to) and the DLC scenarios which are hypothethical stories centered on certain characters (mainly strategists) who had unfulfilled potential (like Xu Shu, Guo Jia, Zhou Yu). These scenarios also unlock a new costume for the character once you've finished them. You'll also get DLC costumes which look sort of nice but don't go with the setting at all (fantasy plate armor and skimpy outfits for the ladies mostly) as well as four DLC characters (Dong Bai, Yuan Shu, Xiahouji and Hua Xiong) whith each having their own little scenario to play through.
If you aren't interested in the hypothetical scenarios or the out-of-place costumes, the special weapons pack is a nice pick since the DLC weapons are fairly interesting. The DLC characters also don't have their own weapon type so you'll only be missing on their story if you don't buy them. I'd advise you to pass on the costumes if they don't strike your fancy.
All in all I'd recommend only purchasing the special weapons and special scenarios if you don't want to pay for the complete pack but still want to experience the more meaningful post-launch content (some of these special scenarios are well-written, and they use music tracks from previous titles).
Just buy the base game for starters. There's a lot of content. If you somehow finish it all and want more, then the DLCs that are most worth it are the extra characters and extra weapon types.
Honestly, every type of game has an audience. To this day I think shooters like battlefields, destiny, fortnite, fallout and other big name games are trash. But i know others enjoy them.
I know you didn't ask me, but, I would absolutely choose 9 over 9 Empires. There's way more to it, plus it has so much story and everything.
Dw9e is better if you like toon creation, and dw8 type gameplay.
Dw9 is better for story, officers you love and if you like open world. I liked dw9 online so yeah I enjoyed it.
Saying that, dw9e was more enjoyable than dw8e.
Nice I am most likely getting DW9 to play online, I know there's probly not any players if any but the option to play coop online is better than not having the option at all. I wonder if asking anybody here would be willing to play coop, I would have low level characters probably though and I don't know how much enjoyment people would have who have thousands of hours would play at lower difficulties grinding characters.
It seems 9E won't be updated, so it'll always feel hollow to me. 9 still has some glaring flaws and I wish Koei would get back to it to at least add a free mode and better optimization patches.
