Okay, thanks good to know, for whatever reason just noticed on the PS4 version, just didn't click with me on the PC, now will keep an eye out for it.
Characters indeed get dirty on several levels. First it's only the shoes and maybe a long cloak at the end, then the rest of their clothing. But the effect only comes from being knocked into the dirty, just rolling around or walking through puddles does nothing. However, you can wash mud off by jumping into a river so +1 for that.
