you're right and indeed I read the whole thread but I don't like the solution :) I don't like to look for another copy of the game: I wuold rather prefer that someone will fix my very one.
I remember about all the tries you already reported and I thank you for that: my idea is to put it simply that some day we'll reach the threshold for which Steam or Paradox will say OK WE MUST FIX IT :)

Thought - great, fantastic, I'll have that. Bought, installed Majesty 2 Collection, started the game and then - error, can't connect to the store... Had a quick look at discussions, found this topic and everything's clear now. Read the whole thread.
I think it's just outrageous what Steam/Paradox are doing. I'm especially angry at the store description that tells, simply, lies. As some people mentioned here - I paid for a full product, but only got some of it. So many months since this was reported but nothing has been done and I suspect nothing will be. I'm also sure that I'm not the last one that fell for Steam's misleading and untrue advertising on their store page.
As per instructions supplied by helpful karllion I had to download a pirated copy (!) of Majesty 2 Collection and follow his procedure. Everything worked OK. Steam just checked the files and said OK - you're good to play. I started the game and voilà - store connects no problem, everything shows as purchased and works in-game...
Piracy: 1, Steam/Paradox: 0.
This is exactly what I have just done. I just now finished reading the thread after buying this bundle, specifically for this game...

Bunch of crap if you ask me.
So I followed karllion procedure and it worked wonderfully. It got rid of this message and I could connect to the shop and see my DLC.
In detail:
1- Uninstall the Steam version of Majesty 2 Collection. I didn't mess with the registry.
2- Exit the Steam Application (probably not needed but just to be safe)
3- Install a non-Steam version of Majesty 2 Collection.
4- Copy the folder "Majesty 2 Collection"
from:
C:\Program Files (x86)\Paradox Interactive\
to:
C:\Program Files (x86)\Steam\SteamApps\common\
If you don't have the "C:\Program Files (x86)" folder then you probably have a 32-bit Windows, just use the regular "C:\Program Files\" folder.
5- Uninstall the non-Steam version of Majesty 2 Collection, since we already copied what we needed.
6- Start the Steam Application if you closed it.
7- Install the Steam version of Majesty 2 Collection. Instead of downloading the game, Steam should display "Discovering existing files for Majesty 2 Collection...". This step took 5 minutes in my computer and required little to zero network use.
I have no idea who's in fault here, if Steam or Paradox. Since none of them have made any formal declaration, I'll blame them both.
Final thoughts:
- If you haven't bought yet Majesty 2 Collection, then go buy it directly from Paradox. The non Steam version works fine. DON'T BUY THIS GAME FROM STEAM BECAUSE IT DOESN'T WORK.
- If you already bought it, you'll need aditional files that aren't being downloaded via Steam. You'll need a non Steam version :( which saddens me because I like Steam. Since I don't know anyone who owns this game I had to use the Prophet torrent.
Yeah, I had to download an illegal version of the game to be able to play through Steam the game I legally bought.

Dude, I feel like I bought alpha version of a game that was abandoned by devs many years ago.
