Do you have any other controllers that you can test with?
Did you unplug the keyboard when you tried this?
Can you please try the PS4 controller while plugged in and see whether this helps?
Can you make sure you have the following settings:
- Unplug the controller
- Launch the Steam client and click the controller icon at the top right to enter Big Picture Mode
- Go to Settings > Controller Settings and make sure that "Playstation/Xbox/Generic Configuration Support" are all toggled on.
- Then simply plug your controller and retest the game

I tested unplugging the keyboard: wireless ps4 still didn't work
however the plugged-in ps4 controller did work perfectly, it was immediately recognized and I was able to set two players with different controllers.
(So that's a perfect fix for me)
I still can't have the ps4 controller work wireless even after following the settings, But I can work with this.
If there is something else you want me to try, do let me know. <3
My controllers (Dualshock 4) were not working at all when connecting via Bluetooth (using Steam compatibility mode for the controller). I was, however, running Overcooked 2 as an admin* (in Windows 10). By not starting it as admin, the controllers started to work again normally via Bluetooth, but then other unrelated problems showed up.
--> The solution was to run Steam itself as admin, as well as Overcooked 2. Then, controllers work normally via Bluetooth and I have no other problems.
* This was a workaround (provided by Team17) for problems with creating a crossplay session.

I tested the game again and tried to set up a couch co op with a wired 360 controller and a wireless ps4 controller.
I had no problem setting this up, I didn't even had to unplug the keyboard or run steam as an admin.
However, I believe I used to run windows 10 back in 2021, now I'm on a windows 11, and I have kept the steam application updated.
Still, I hope this helps! I can say that for my current set up it works perfectly and I have no issues.
