Sorry to hear you're having this issue.
Are you in the normal or cross-play branch of the game?
When you go to extras - choose the DLC you own, does it show load game continue and new game?
If you go to the store itself for the DLC does it show that you own this already?
Can you please try verifying your game files:
- Right-click on the game in your Steam Library, choose Properties, switch to the Local Files tab and press Verify integrity of game files...
- Attempt to run the game to see if the issue is resolved.

This is in the normal branch of the game and I've attempted to verify game cache as well as an uninstall and reinstall and this did not help the issue.
When I select other DLC that I own (Surf n Turf and Night of the Hangry Horde), I am given the option to continue my current game or start a new game.
When I go to the Steam Store page for these DLCs, individually as well as for the season pass, I see the "In Library" tag and I am unable to purchase the content for myself.

Can you go to the game in your library and right-click.
Go to properties - DLC tab.
Check that the DLC is all installed/ticked.
You can try unticking and then ticking again if they are all ticked.
