Sorry to hear that you are having trouble starting the game - let's try the following:
Install both the 2013 and 2015 VC from Microsoft.
If you have VC 2017 installed then you need to uninstall it. otherwise, the 2015 version will show an error during installation.

Install KB4019990 update

Glad that you were able to fix it in the end - just to help other players, did you fix it by adding it to the "Allow an app or feature through Windows Defender Firewall" section?

Can you please check your anti-virus/firewall is not blocking the game?
It may be worth disabling it and testing the game to know for sure at first.
If this is not the issue can you please follow the steps in the above post to install both the 2013 and 2015 VC from Microsoft.

Don't worry, that one is for Windows 7.
Can you try running both of the x86 and x64 installers?
