I think that was just older players using holdout information from previous games. In Genesis you do need to use Design to make custom models permanent. Which is totally removed from Cross Rays, there's no way to get permanent custom models outside of the DLC for the Destiny Custom. In Genesis, there are some quests that require you to permanently unlock custom models in order to complete them.
For example, I was trying to unlock Marion Whelch and I was confused why I hadn't yet. It requires registering all of the EXAM units to production, and I did. Turns out I needed the Blue Destiny 2 Custom, which I had in my party by having Nimbus pilot the Blue Destiny 2. This unlocked the custom model for the Gallery, but it doesn't actually unlock it for production. The only way to unlock it for production required the Design feature. (Combining a Blue Destiny 2 with an Efreet Custom, Nimbus' other custom model, iirc)
In Cross Rays, nothing is ever that complicated or confusing.
What I caution for Cross Rays is, while it won't stop you from 100%ing the game, there are units you can get that you cannot register for production, even if they have a gallery entry and can be unlocked for the gallery by playing missions or otherwise.
There's a few that you can only get via dispatch missions. The damaged Gusion Rebake Full City, there's also the Hyperion Gundam version with it's energy barrier permanently up, and the incomplete Gold Frame Astray. You can 100% the game with these units without ever owning one, or knowing that you can own one.
And then there are just a few custom models for specific pilots, which are needed for the gallery and 100% completion, but cannot be unlocked for production. So at least the game guides you to find them. They're all, if not almost all, SEED units, like the custom Zaku Warrior paintjobs.
The Gallery has them all in-game already.
I mean... they're filtered by series and most of the custom models are SEED units.
There's a few IBO ones too though. Iok has a custom Graze and it's actually really good. Sadly, that means dealing with Iok.
I don't think they count for completion, I am pretty sure I never went out of my way to find any of them.
