I think there're two modifications which are rewarded directly by completing specific quest such as Zero System for register every MS with Zero system. And get every single Gundam Frame to get AV system.
Tihs makes even more sense, since the FIRST EN tank upgrade I got was the lv 3 one, while the lv 1 was one of the 5 last I had to unlock.
I need a solid proof because I remember EN Tank 1 is always available at the start along with a few basic level 1 Modification and a Junk Part Alpha.
Second; EN Tank Upgrade 3 is a number 2nd Gold Rank Modification reward. So actually it can be unlocked very very early and it's possible to get it even before EN Tank 2 (EN Tank 2 is a 16 Bronze Reward).
Bronze, Silver and Gold orders are separated. It's entirely possible to get a Gold version of Modification before the lower tier version of them from Bronze/Silver.
You do realise that the different levels are tied to different ranking and thus different tables, right?
You'll get the EN3 before the EN1 because you did Gold Missions and it's one of the earlier unlocks. EN1 is a Bronze tier mod.
I also still do not have an EN1 and I've completed majority of the game (everything up to 00 and most of IBO).
I have also at one point in the past, asked in this subforum, which quest unlocked the deuterion Deuterion Beam Energy Transfer System part, and some users reported to have unlocked it doing a quest I did already clear way before making the thread, which obviously gave me a different part. I'll check later the japanese wiki just to be sure, though.
My only guess is that you and your friend are running a different version of the game, which you're running the latest ones. I recall hearing people talking about how an update had adjusted the order of unlockable mod awhile back but there's no way I nor anyone can confirm that fact.
Me and my friend playing a different version is impossible, as steam forces updates, so unless one of the two used a non legit version (which is not the case) it's definitely not that.
I didn't hear about changes in the modification lists, but I just read that the modification rewards were random on genesis, which was the previous game of this one...
