Beam weapons aren't used by MS because even the most basic MS has Nanolaminate Armor, which negates almost all beam damage.
Of course, such a huge magnetic interference in any kind of realistic setting would just render anything electronic useless too.
The Flauros is amazing.
Also: Yes, non Gundam suits are generally bad in the PD timeline (Or any Timeline, really) and there are far more powerful alternatives to any Non-Gundam units available within said Timeline.
If you want an IBO Gundam that is really good with great variety of attacks, Flauros is the one you want, with some ranged attack damage upgrades you'll be sniping literally everything on the map, since you already have Barbatos Lupus Rex and Kimaris Vidar, another unit that's really good, despite not looking like it at first glance is the Gundam Bael, despite the fact it only has two weapons, with McGillis at the helm that thing's an absolute Monster and one of my most Powerful suits in my save file. (McGillis is critting enemies for 22K damage in that thing, and I haven't even worked on giving him the skillset i want him to have, when I give him the correct skillset I'll likely have him do 35K or something, also: He and the Bael are VERY dodge capable, with a sweet dodge Animation of his enemy desperately trying to hit the Bael and McGillis just chuckling at his foe's vain attempts)
IBO would be just better as an fpp/tpp action game with melee oriented combat mechanics.
They did develop them, but the nanolaminate armor rendered those obsolete so they haven't been used since before the Calamity.
The Hashmal MA used one massive energy weapon against a wimpy grunt suit and it barely scratched the paint job so imagine how ineffective your average MS beam rifle/saber would be. Or deploy an IBO suit against some Seed Daggers and see it for yourself.
IBO suits are very OP early game. The Nanolaminate armor negating 3000ish beam damage make it probably the hardest series to start off with. Once you hit late game and have super high level everything that may change though.

- Julieta in Reginlaze Julia can reliably one shot most non-boss units without heavy investment
- Ryusei-Go Flauros while energy-intensive can one-shot most things, too
- Astaroth-Origin is having some range issues but its stats make up for it and with a good melee pilot the sword attack one shots everything.
- Gusion Rebake Full City – nice energy/Damage ratio and good on every range
- Gundam Bael – top stats, only 2 attacks but you don’t need more
- Gundam Vidar – such a cool Gundam, nice stats, incredible attacks and the fearsome Alaya-Vijnana Type E
Adding IBO was an awesome idea since they counter many other series and have a unique style in contrast to the other Gundams.
The Gundams are all awesome though, even if Astaroth Origin and Bael have some range issues when they get in range they wreck everything.
