True Innovator ability
how to get true innovator char ability? (already unlock hell mode) i dont see it on the list dropping in any of the 00 mission

Dispatch Missions. Either the ELS one (final line of defense?) or the final one.
Although you can get unique abilities in Hell Mode, that only goes for enemies. You can't get unique abilities from heroes that way - you have to do dispatch missions.
IIRC, only Setsuna and Descartes Shaman (pilot of Gadelaza) are True Innovators.
