just keep repeating the dispatch until it rewards it to you. eventually it should drop.

I'm not sure if it is a sure-given reward (could be random...), but I got it by completing the quest: 016 Bronze Rank Modification where you have to let Heero kill Noventa (the shuttle) with beam saber. After achieving this quest, I have been given the opportunity to buy this BFG from the Modification shop.
