So that would probably be the first stage of Wing or maybe G-Unit.
If you're talking about exp, I don't know. I find the post game stage was the best place to grind, but the stats of enemies there is pretty high.
Playing over and over to collect Cooldown item and use it to instant complete one of dispatch that give out the most exp you can get then repeat. MMORPG grinding style. Then once your stats of character and unit are mostly equal to that of enemy, considering move up to next tier stage.
Now I've reached a point where I can play IBO9. This stage is actually shortest of all, you only have to destroy "2" units at most, both of which are bosses.
Although it's like they too know that, and ram up HP pool of second boss so much it has over 180k and equipped with OP that halve Link-up Damage. Still you can always use skill to buff your team to take him down in one turn. Better, due to its large HP, it gives out a lot of exp because stat value reason.
Plus with easiest Secret Condition to complete, it comes with 6 secret enemies and all of them have ability holders. Make it a completely nice stage to farm ability as well. I supplied super spendthrift to 2 entire teams with this stage on Hell..
