DLC Units are -never- part of the development tree. So yes, you're looking in the wrong place.
You either get these Expansion Pack units from the new Dispatch as a rare drop, or the easier way is to look at your Quest List under DLC and see that you need to start with a Phoenix Gundam Full Power and use both versions of it's signature move.
There's only 4 new units, I don't know if there's any secret units, I don't think anyone's beaten everything just yet or done every quest. However going by the quest list there's not much.
Also seems that 3 of the units are all variants of the Halphas.
Well, there are also Regina and Barbatos Mirage (I'm not sure if we can take in account Barbadoro too, as it was an only enemy unit iirc).
But to be honest I really wished for a fifth secret units to be bundled with, unlocked after clearing the expansion final stage.

None of the quests unlock any units it looks like after the first two, I thought maybe they were hiding the actual rewards, but no. They're all parts unlocks after the first two.
Also surprised to see Halphas need development into the Halphas Bose. First time DLCs actually did anything with development trees that wasn't downgrading or effectively another form of exchange (since you can never develop INTO a DLC unit from a base game unit, which remains the same with Halphas)
There's definitely some more G-Gen units they could add in. Or even an alternate KSD since he wasn't always The Golden Dragon.
I extremely liked the evolution tree and I would have loved to see the same treatment to the previous dlc we had. (gundam X>DX, age 1>2>3 and so on)
I do really hope we will see some more content, especially units wise, albeit they seems to have closed the circle with this DLC. Hope to be proven wrong though.
(I still hold onto the belief that they do not do this for the Season Pass units because of the Japanese DLC structure, where it is possible to purchase the dispatches individually, or grouped by each wave, rather than getting the whole Season Pass at once - the potential for separation is there if you, for example, do not have the Gundam AGE-2 Normal but still have the AGE-2 Dark Hound or AGE-3 Normal.)
As for alternate KSD... Basically do you mean the original split halves of KSD? Like Knight Gundam and stuff?
Yeah you had Knight Gundam and Satan Gundam. Knight Gundam also had a Full Armor variant.
You also have Superior Kaiser, though that's almost just a non-SD version of KSD.
You are completely right on all the fronts here.
You know, I really wished for Superior Kaiser... T_T
