LOW FPS with NEW Graphic Card
I have bought new PC with AMD Ryzen 5 2600, 8GB RAM, RX570 4GB. That spec runs game I have with good fps (witcher 3, daemon x machina, R6siege. Unfortunately when I tried to run this game on either borderless window and fullscreen with default setting the fps come to low point of 12-13. While on windowed it's about 75 (note that my monitor is 75Hz one).

Please help me resolve this problem. Thank you.

Only thing i can think of is graphics card drivers. 8gb of ram is kind of low these days but should be fine for this game. Your CPU isn't the issue as I'm running the same CPU and i get stable 60fps. What's your resolution setting? Are you running an ultra wide screen monitor? that may cause issues with frame rate especially with your GPU only having 4gb of memory

I can have good fps (more than 60) on windowed mode (also on other game). I am just using full hd regular monitor. No fancy monitor. My spec should not be the problem as I have more than enough for this game and more graphic demanding game can be played just fined on full screen/borderless window.
Well the only things I can suggest are to reinstall the game and/or make sure your graphics card drivers are up to date. Drivers can cause all sort of issues and they can be game specific.

The GPU is more than enough to play this interactive player, as the only thing which is truly processed GPU wise are some particle effects and especially explosions.

@Lowe Gule I'm more concerned about GPU compatibility with this game: since launch I've heard some people claiming that the game runs like crap with nvidia 2060-80 GPUs, while 1080 was fine; it also doesn't help that generally many japanese ports aren't high quality and their compatibility with AMD cards is somewhat meh.

I'm using an RX 480 and the only issue I have with the game is that it sometimes stutters when loading into animations or, much more often, when browsing the development trees.

Yeah I never stated the GPU wasn't enough to run the game but if you aren't running the latest drivers that may have special fixes for this game the game may not run well. His setup is nearly the same as mine the only difference being that I'm running a PNY 1060 GTX 6gb and 16gb of ram and I have zero issues but I know my drivers are up to date.

I am running the latest amd driver. Still no improvement on full screen and borderless window.

Then my guess is there is little to no support for amd with this game. Lack of support for amd was part of why I decided against the RX500 series when I upgraded.

But I'm pretty sure there are plenty people here playing with AMD cards... although this would require a bit of investigation.

I'm also curious who else is getting stuttering, because I know I am not the only one.

Maybe disable all the extra in-game effects, particles and such? I have a 580 and can get about 90ish frames during the animations.
