Smart phone : Cooldown Device. Can be used to decrease dispatch time by 30 mins. You can use it during dispatch setup screen before sending them off, or can also be used to decrease a cooldown of team that currently in dispatch mission by using it on dispatch status screen.
I use mine mostly to speed things up at the end if I am checking on them in the morning and they still have time on them after I slept, or if I am getting ready for bed and they're still not done, since I try to set them up with longer dispatches before bed.
But if you stash up a bunch of them like I do, it can be worth it to just burn through some of them to instantly complete missions and reap the rewards. I don't know what the cap is for em, but I assume it's 99.
I like to have a lot on hand though, because there's times where I put my main teams both into dispatches thinking I am done for the day or won't play for a while, only to end up with more free time than expected or changing my mind and wanting to play more SD Gundam instead. So that can be costly if you want to fix that issue by getting your main teams back and you just put them on 5-10 hour missions.

Normal: 1 from fulfilling Secret condition, 1 from 1st-time clear, 1 from fulfilling Challenge condition in Mission Phase (if it has one)
Hard: 1 by default, 2 from Secret, 2 from 1st-time clear, 1 from Challenge
Extra: 2 by default, 3 from Secret, 3 from 1st-time clear, 1 from Challenge
Hell: 4 by default, 5 from Secret, 4 from 1st-time clear, 2 from Challenge
I never noticed that difficulties gave different cooldown items, good to know.
