Yes, though some suits are still overall better due to passive abilities or strong attacks like Barbatos Lupus Rex and ELS Quanta.
If we're talking base stats, then ya, there's a limit of what low tier MS can do because there's a massive stat difference in Hard, Extra and Hell.
However, there are equipment that can boost the stats of the MS and bring it up a tier or two.
if you compare the baseline Strike Dagger with a Windam (for some reason, i havn't unlocked the zaku)
Strike Dagger vs Windam
HP 9400 vs 11800 (42 points)
EN 80 vs 110 (40 points)
ATK 145 vs 200 (110 points)
DEF 130 vs 190 (120 points)
MOB 155 vs 220 ( 130 points)
overall, you would "lose" 442 upgrade points by using a lower tier unit.
asuming you are leveling everything above the 4 point breakpoint, you would lose ~110 stats overall.
on a lvl 99 unit, that wouldn't make the unit useless, but it will always miss those stats compared to a wingdam (and there are more powerfull 'mass produce' MS out there)
Especially the Trilobite. An XXL unit that can only be deployed on water maps, which are the rarest map type in the game, that doesn't even have particularly great stats? That's a huge nope from me
Yeah the actual ZAKU models are about on par with low-end Gundams to start off.
So it doesn't take too much investment to pump them up to match better Gundams.
As others have said, any Suit is viable, but the weaker they are to start, the more time investment it'll take. Some are better simply because of their natural suit abilities/upgrades.
I find Pilot Stats almost matter more than Gundam Stats as well. Pumping up ATK on a Gundam doesn't seem to do as much as getting more Ranged/Melee on the pilot. Same for Reaction and Defense.
