If I buy the Legendary Edition of Skyrim now will I get the Remaster free

it only was for free if you had SLE before (or on the) 28th October 2016.

After that time you have to pay as you would buy other normal game

@Luk The Old Skyrim runs with Intel HD Graphics family just fine. It works very well, even with High Resolution Textures, so don't miss those. You may want to have it on lowest settings just in case, but otherwise you should get about 30 FPS at about 1024 X 768 with probably medium-low settings. At least, thats what I got. The game doesnt look terrible at lowest settings, but certainly looks better with the High Resolution Textures. Hope that helps!
