Report a translation problem
The mill works only if you have at least 3 wheat in your inventory, but even without wheat you should ve able to interact with it. There are many mills around skyrim, and everyone works the same way:
go to Ivarsted, there's a mill there. If the ivarstead one works and the one in your house doesn't you can have some clues. Anyway since you are the only one that reported yhis bug 99% is a conflict with some of your mods.
P.S. did you try to go in another cell, sleep for 24h, save, reload and go back to the mill? Sometime it works.

If you don't find a solution there:
1.save
2.exit skyrim and disable all your mods.
3.run skyrim again and reload the last save, a message will tell you that the file is obsolete becouse mod are missing, ignore it.
4.if your bug is gone it was a mod conflict: enable only one at once and load the game untill you find the one causing the problem
5.if the bug persist without mods there are 2 possibilities:
a: the save is corrupted
b: you need toverify the file integrity of the game via steam, and maybe a fresh install.
Following this walkthrough i could solve all skyrim problems i had myself.
