"seems to be a glitch, i found the answer on another forum. all you have to do is commit a small crime out in the town, like steal a basket or food or something off one of the tables out there.and a guard will come running up to you, stop thief or something. then just pay the 5 gold fine for the crime. and then you will be able to enter dragonsreach again peacefully. but make sure if you have any stolen items to drop them somewhere or store them in your house. because when you go pay the fine any stolen items you have will be taken away."

No idea, it only affects the Jarl and his immediate circle. It happened to me once but in Windhelm. No idea what caused it. I just went and committed a small crime in Windhelm, paid the fine and all was well after that.

Assuming you're not so inclined, perhaps simply try yielding to the guards? When they're attacking you, pull out your weapon, then just put it away again.
The only thing I had done between visits was head out to a giant camp west of town. After clearing the camp, I stumbled into a fight between stormcloak soldiers, imperial soldiers, sabretooth cats, and some type of third party (Thalmor, maybe?) north of the plains.
I accidentally cast a fire breathing shout (thought I had ethereal loaded, oops), killing the entire party. I received a bounty (around 40) for whiterun, which immediately cleared once the last witness died.
Something from that battle must have triggered the aggression from the Jarl of Whiterun and his friends.
you can go into the barracks and it will be there in the evidence chest.
And this was right answer for me. So many discussions, were all answers was wrong. And finally I have solution, that works.
