Ulfric is a sad, little, misguided man.

I don't know if he's a traitor, but Skyrim breaking apart from the Empire would be a good thing for the Thalmor. I like the term unwilling puppet.

after all, the Thalmor wants Ulfric dead at the end doesnt they? i think that the Thalmor are expecting Ulfric to lose the war...

Look here's how it goes: Ulfric fought in the great war for the Empire against the Aldmeri Dominion who are governed by the Thalmor. Ulfric was captured and put through hell as the Thalmor do to all their prisoners (especially high profile ones like a Jarl). He comes back and finds that the worship of Talos has been taken away and flips his $h!+. He also comes back to Skyrim to find that being all of the Imperial legions were removed from their postings to take the Imperial city back from the Aldmeri Dominion leaving places like Skyrim and Highrock open for smaller factions to take over, which the Forsworn did to Markarth.

Ulfric wouldn't stand for a faction fighting for the right to practice their own religion & way of life (wait... that sounds familiar!) so he brought a group of people who fought along side him during the Great War and took Markarth back for the Empire. For this he & his "Stormcloaks" were given the right to freely worship Talos, but apparently that wasn't enough for him so he made a LOUD public stink about the lack of allowance to worship Talos which the Thalmor having an amazing spy system caught wind of and promptly sent a small army's worth of agents to Skyrim to enforce the ban thus the Empire took away Ulfric, and the Stormcloaks right to Talos worship.

So because of Ulfric's inability to go somewhere where he couldn't be seen to worship Talos, and or just keep his mouth shut when he had the legal ability to worship him publicly the Thalmor are in Skyrim in force. Because of that many people who were worshiping Talos semi-privetly were arrested by the Thalmor, angering MANY people against the Empire's lack of action against it.

Then Ulfric was fed up with the mess HE created and called a court with the High King who was in his early 20's & had little marshal training & killed him (may I remind you Ulfric is a war veteran & has the Voice backing him? Also even though he did fight back, and wasn't killed by Ulfric's thu'um, he wasn't expecting a fight, he was expecting Ulfric to request independence from the Empire which Torygg may very well have said yes to). People in Solitude were up in arms that he hadn't called a Moot or asked Torygg for independence rather than kill him, so he and his Stormcloaks fled, and the gate keeper let him go.

Being this was a major even and Emperor Titus Mede II is to lazy to travel there himself, General Tullius (one of the most competent generals in the Imperial army) was send to Skyrim to root out the traitors and restore order to Skyrim.

Skyrim was one of the few provinces not hit by the Great War's destruction, had Ulfric assisted the Empire and helped them clean up Skyrim and build an army for them we would be that much closer to a successful war against the Aldmeri Dominion. Sadly Ulfric seems to think that just because the Redguards of Hammerfell held off a weak, dying army that was battered by the Imperial legion stationed in Hammerfell for most of the war, that Skyrim can do the same... even though the Redguards had the Empire's assistance for most of the war, are the best warriors on Tamriel, an unbreakable will as a people, and if the situation is dire enough, or opportunity for the race to move forward is none existent (which another war with the Aldmeri Dominion would cause both) the Hoonding (super powerful spirit that can materialize at times of need and such only for the Redguards as from what we know a Crown, Sword, or both).

Wether Ulfric is a Thalmor agent or not is not mentioned in the game. It is for everyone to deside for him/herself.
It sounds really stupid though.

If I had to chose, I'd deffinately chose the Empire.
However, I would not support Thalmor.

Why the Empire? Ulfric is right, he is fighting for Skyrim's independence

Ulfric and his Stormcloaks are racists and Ulfric is simply manipulating them into fighting for his cause, which is: the throne. That is the only thing he cares for and he uses the Empire and Thalmor as an excuse.

Kinda just like US uses "WMD" as an excuse for the Oil War.

@Cyrax
xD, well, that is what the Empire want you to bealive... but, each one of us see things with difrent eyes, the Empire were about to kill you, even if you were or not in the list (that's is worse than racism :P) and, i bealive that Ulfric fights for his ppl, the Nords, because that is Skyrim's race
I think that the Empire are like the USA in the Middle East, they are there just for they'r own intresses, the Impire was once great, when the first Dragonborn found it (i think he was the first) but, the Empire are now to weak to protect Skyrim from the Thalmor, the Empire are the Thalmor's dogs.... and, to ban the workship of Talos, if i were there i would be so mad... i'm not a religious person, i dont even bealive in god, but Talos was a men, a great man that desarves to be honored by what he did in life (sorry my bad english :P)
And.... just one last question, can i download bandoliers from Nexus using Nexus Mod Manager?
Thank you

Ulfric is being manipulated by the Thalmor. Thalmor want the empire dead to take over it and rule all of Tamriel and are instigating him into destroying the empire as it would violate the peace accord between the Thalmor and the Empire. After Ulfric destroys the Empire, The Thalmor take over almost all of tamriel and rule of assassination or in this case assassinating a empire is kill the assassin or Ulfric in the end. So Ulfric is being used by the Thalmor to progress their agendas without him knowing about it and while they appear squeaky clean of all of this cause they didn't violate the accord. Ulfric did in his wanting revenge against the empire. So all in all he is a pawn in their game against the empire.
