Buying enough ebony arrows from vendors was never a problem for me after a certain level. Perhaps because I invested in the speech skill tree.
The other thing is that since a bow itself can deal over 200 points of damage easily, the added damage of ebony arrows becomes less relevant. So I often use iron arrows (because I like the way they look) and stockpile ebony arrows for specific battles.
After installing the Dawnguard DLC I try to get the dragon smithing perk as soon as possible to make a dragon bow and arrows.
Reverse pickpocket the gaurds practising archery at Dragonsreach or Solitude or anywhere where they practise, remove their default steel arrows and replace them with a single ebony arrow. Do it while they're still walking around and you won't need the Perfect Touch perk.
Gaurds shoot infinite arrows so just pull them out of the target as many as you need, I now have over 700 ebony arrows and more than 1000 glass arrows.
