Riften, inside Temple of Mara - basement area
It's....worth 4500 gold?
I don't know from which TES game this comes from, but I was wondering why this burial urn object was in a temple and not a cairn.
In the Temple of Mara, go to the central alter and turn to your 7 o' clock. Go through the door and down the stairs. Turn around 180 degrees and the (burial urn?) is right next to the door frame on the left side.
I agree these count, not sure if you played morrowind but they are the same as the sanguine collectables from that game with one for each skill

I came across this by accident to be honest. Gunmar from the Dawnguard DLC told me a vampire was hiding out at this fort/mine, so I went there and while killing the vampire with Dawnbreaker there was an explosion that threw everything everywhere, and the amulet was just lying on the table. I'm not sure where in the room it initially was, so someone check that out for me.
On another note, it's possible that the scripts for Belt-Fastened Quivers could still be running in the background (not sure). Thing is, I think it's completely absent from my saves since I uninstalled/unsubbed a while ago from that mod. Wet and Cold + Ashes? No...I don't think that's it....I need to think more on this.
does it have a unique skin?
Then it is probably vanilla or added by a different mod, Morrowloot stuff usually has unique skins
Silverdrift Lair

Illusion spells cost 12% less to cast
Silverdrift Lair is known for the placement of its switches. That said, after going through two spike door traps (the 10 foot wide doors that swing when you step on a pressure plate) and pulling the switch on the little stone post illuminated by candles, you will come across a small room with a dead bandit on a bedroll and a levelled draugr (I think) and a locked cell with some hay in it on the left. The table on the left has a chest and the ring on it.

In the Warrens, a psycho dressed in a chef's outfit named Knjakr will try to kill you. After easily killing him, check his room and the boots will be right there by his bed roll.
While I didn't find any artifacts exploring some ruins, I did find some very nice stuff. Rare, and part of the mod. I'll just say it's in the same room as Orchendor....

It's some kind of piece....there's probably more somewhere in Skyrim...
